LLCs don't have partners; they have members and managers. A person can be both.

An LLC may be dissolved by a vote of a majority in interest of the members, or a greater percentage of the voting strength of the members if the articles of organization or the operating agreement so provides. There are a few other things that can trigger a dissolution as well.

So, you need to figure out who the mebers are, what each one's voting power is, and whether the articles or the agreement require more than a simple majority. See Corporations Code sections 17350 to 17357 for dissolution of LLCs in general and 17350(b) for the vote-of-members dissolution voting requirements in particular.
