Is there a data base that a layperson can access to find out the rulings a particular judge has made before?

It is easier to find appellate court judge decisions than trial court decisions. Fee-based sites include Lexis/Nexis and Westlaw, but you can also try free sites like Findlaw.com (and/or your local law library -- for Oceanside that might be San Diego).
