can a person be added to a car title while it's still being financed?

Very doubtful, since it would interfer with the finance company's ability to retain control over the vehicle that they are paying for.

I think it depends upon what you mean by "still being financed." If you mean "while arrangements for financing the purchase are still under negotiation or awaiting lender approval," the answer is probably yes, although the prospective lender might not be real happy about re-doing the paperwork, but on the other hand, they may be getting a cosigner.

If on the other hand you mean "while the car is still subject to a lender's lien," I'd agree with Mr. Marman that the lender is not likely to allow changes to title.
