By "Business Tax Certificate," are you referring to a local, county or state-issued document? Local police wouldn't be involved in issuance or renewal of a State of California document, license, receipt, etc., but it's quite possible that a city might require some police-department action before (for example) accepting renewal of a business license via accepting payment of local business taxes or license fees. You'll probably need to inquire locally. Also, your renewal may depend upon the type of business, e.g. taxicabs, massage parlors, bars and restaurants, heavy manufacturing, etc. may have zoning or use-permit related issues that need to be addressed annually.
