pricing laws
if a business online has a item listed for one price and when you make arrangements to buy this item they say that the price is wrong, can they do that or are they obligated to give it to you at the listed price?

They can do that. Sellers are not bound by errors in their listings. By the same token, you are not required to complete the purchase if you don't like the new price.
