can you have a different pricing structure as a consultant, one hourly rate for businesses and a different hourly rate for consumers?

Yes, so long as your criterea are objective...even though, as a general rule, you can charge what you want, please be aware that you want to be able to explain to a client why you are charging them more than some one else...or for different work. This office charges from $60.00 to $240.00 an hour depending on what service we are offering and if we are under contract to provide those services.
