Private club for dog owners

I want to open a dues-supported private club where dogs may accompany their owners in enclosed areas where food and beverages are served. Is this permitted in California?

I would have to say apparently not. There is a new statute which will become effective July 1, 2007 as Health and Safety Code section 114259.5, that says live animals are not allowed in food service facilities, with enumerated exceptions. The closest exception to being helpful to you is a subsection that OKs dogs in eating areas of restricted facilities during non-meal periods only, and requires utensils and linens to be kept enclosed when dogs are present, plus a sanitization in between dog time and meal time. I think this provision was intended for the dining rooms of rest homes and the like. You should get a copy of the H&S Code and read this new law very carefully, and also perhaps related provisions in preceding sections 114256 to 114259. Also be aware that local ordinances might impose tighter or further restrictions.
