Legal Question in Business Law in California

Are public Defenders just for criminal cases? I have a civil defense litigation case (Breech of Contract) in Placer County CA that several lawyers have told me that it will take about $65 - $100,000 to try. I don't have that kind of money. I am not an Attorney, at this point I just want a body to help with a possible summary judgment (no hearing date yet). Legal aid is no help, they cannot dispense legal advise and they will only help to fill out paperwork for you.They will not do interrogatories. I have a strong case of Fraud, Forgery etc with strong evidence. Do you have any suggestions on who or what dept I might try to get legal help? I'm not asking for pro bono, i just can't pay, in full, a retainer fee. I would need to make payments.

Public Defenders' duties vary from county to county, as additional responsibilities can be dumped on the public defender. For example, in Sonoma County the P.D. has responsibility for certain conservatorship and guardianship type cases that certainly don't involve criminal proceedings. However, nowhere will you find public defenders handling ordinary civil matters such as breach of contract suits.
