Is a purchase order, executed in california, a legal and binding contract, if the issuer took it upon themselves to have part of the original PO fulfilled by a different company??

No; a purchase order is likely to be only an offer, which ripens into a contract upon acceptance by the seller. In unusual circumstances, a different answer might be required, but in the most general case a contract requires an offer and a (communicated) acceptance by the other party, the "offeree."
