referrals to a colleague
Last year a had too much work and I
gave a colleague referrrals. She gave
me a referral fee back and I declared all
income from that. Do I have to give her
a 1099 form when I was just referring
work? I checkeed with the SDPD and
they said under my license with tham
that I could refer work out. thank you.

1099s are given out by those who pay money or its equivalent. Doesn't look like you did this.

If your collegue is requesting one from you for her tax purposes to reflect moneys paid to you, then it is appropriate.
