This is not a question anyone can answer based on the information you provided. Was the game created by a company, an individual, a collective, etc? Was their any type of contract governing work product, were rights sold......? You need to find an intellectual property attorney in your area (not a business attorney) and ask them if you feel you have a claim.

The same person or entity who owned the rights before anyone wanted to make the film. Usually the owner will be the company that publishes the game, though that won't always be the case. Sometimes a publisher buys limited rights from the game's creator; the right to make movies may be one that the creator held onto. He or she may then have sold those rights to someone else.
