Is a rollover contract leagl if no investment from the company has been provided

If by "rollover" you mean a self-renewing or "evergreen" contract, yes, they are legal whether or not the automatic renewal feature is designed to amortize an investment or not. In some cases, especially consumer contracts where the consumer may be unsophisticated, there may be a requirement that the auto-renewal language be in boldface type, or capitals, or be in a particular placement relative to the signature line. Still, in general, self-renewing contracts are permissible in California.
