selling on the world wide web
aside from 10-99 income from Internet sales, what else do you need to be 100% legal as far as permits and licences to sell nationally and internationally

Depending on what you're selling, income from Internet sales would, absent an entity, be Schedule C self-employment income, not "1099" income, unless you are working for someone else on an independent contractor basis, in which case the 1099 income is still reported on Schedule C (again, absent a business entity). In general, it would be impossible to even begin to answer your question, given it's apparent scope covering all goods, all services, worldwide.
