Legal Question in Business Law in California
I would like to set up a text raffle or giveaway. The winner would get a certain amount of money paid to their bills. There would be a fee for the text. How can this be set up legally? Is this considered a lottery if they are not paying for anything besides the cost of the text?

Unless there is a way for people to enter for free if they wish, it is an illegal lottery.
