Use of sick time
If an employee is out for an extended period of time due to illness, does the employer have to use their PTO time towrds their time off? Does the employee continue to accrue PTO time while they are out? Would the law for this be different in different states? My company does not have enough employees fro FMLA to apply, so please do not refer me to this law.

In CA they can do that. I dont know about other states.
