For a small business owner, is there any legal action I can take on competitor who keeps sending their employees to scope out my business?

Sending employees to "scope out" a competing business is not illegal in itself. You might have a viable civil cause of action if the competitor falsifies the facts, trespasses, obtains and uses bona fide trade secrets, engages in harassment, etc., but merely scoping out does not suggest anything actionable to me.
