small claims court
if a company is in another state can
you sue them at a local level in my
state in small claims?

It depends on the level of their contacts with California. If they advertised in CA newspapers, sent mailers to California customers, etc., more than likely you can. You will have to serve them with process in the other state. To collect, you might have to find a lawyer in the other state to execute against bank accounts, etc. if you should win.
