Small Claims Court
The person I want to sue in small claims court will not disclose their adress. I have a telephone number and the city they are located in. How would I find out their adress and what if I can't get the adress? Thank you for your time.

You can try using a reverse phone directory on-line. If that doesn't work, you can hire an investigator to track down the person.

If you can't find it yourself, any PI should be able to track this down quite easily, possibly even for less than $100.
You can try adding this amount to your small claims suit and see what the judge says.
