Legal Question in Business Law in California
I want to start a business in CA with a co-owner from outside of the US. I am a U.S. citizen, but my partner is not. Is it possible to start a business like that? What kind of steps do we have to take to start our business together?

Sure, it's possible.......the main restriction that comes to mind is that an "S" corporation cannot have a non-resident alien as a shareholder, so you may want to consider forming an LLC (limited liability company) rather than a corporation......and I'd think operating as a partnership would be unduly risky.
