Starting a business in the US without being a US resident

I read that it is possible to start a US company even if I am not a US resident but I am living in the US under an F-1 visa. I read that even if I don't have permission to work I can start a business (not being a registered employee but an owner)

How can I do this?

What should I put under the Tax reference in the business license application?

Do I file for a SSN or for a ITIN number?

You can apply to the IRS for a tax ID number for the business.
