State Board of Equalization Garnishment

I owned a gas station 2 years ago. I sold it and State Board of Equal. put a lein on the escrow. They agreed that the buyer will pay them $2000/month which he was supposed to pay me as agreed in our escrow as terms os sale. But now the are also garnishing my wages from my job. Also I cannot get any information from SBE about the liability, how much they have collected, or why the liability keeps going up and up even though they are getting $2000/month as agreed. What is my legal solution to this ?
