Is the submission of a Memorandum of Costs sufficient upon winning a case or should a worksheet and receipts, and any descriptions and explanations be included at the same time as Memorandum of Costs?

The memorandum of costs is sufficient to start. If the party who receives the memorandum of costs does not agree with it, they usually file a motion to tax costs. It is then your burden to oppose by itemization. Including the worksheet is optional, and if you think it will cause the losing party to avoid taxing costs with a motion, then by all means include it. But it is not legally required to start.
