Hotels and motels will be happy to turn on your phone for outgoing calls if you give them a credit card or cash deposit for "incidentals." But you would be nuts to ever place an outgoing call from a hotel or motel room, the prices are outrageous. Use a cell phone instead.
I don't know of any law that says they even have to provide incoming service, although nearly all do.
