Legal Question in Business Law in California
Can the term Bureau be used in the name of a new business if its not a form of governenment. Just privately owned?

Sure. There was the Credit Bureau which later become Trans Union. The most misleading "bureau" of them all is the "Television Bureau of Advertising," which is not a government agency and regulates neither television or advertising.
