Legal Question in Business Law in California
I work with a company here in Afghanistan that fills a government contract. They hire people from all over the world and pay them all different salaries (for the same work) based on where they are from. US obviously make the most, those from smaller European countries make much less for the same work. Is that legal? Are they exploiting a loophole?

Your question is a bit vague, but it seems to be about the law of Afghanistan rather than the U.S. in general or California in particular. I don't see how California law could govern what an Afghan company pays its personnel in other countries.
