Legal Question in Business Law in California
I work in the internal mail room of an ad agency with 200 employees. We pick up mail from the Postal Service mail room downstairs which is governed by the Postal Service. We bring it up to our mail room Am I able to throw out old mail that employees have not picked up? If so what is the time frame that I must wait to throw out mail? If not, what are my options?

That is a very specialized issue governed by USPS regulations. I doubt you'll find any lawyer on here who can answer it off the top of their head, since it is highly unlikely any lawyer who is not a USPS staff attorney would ever have looked at the issue. I suggest you contact the USPS. I'm sure they someone who knows and would be happy to tell you the rules on that.
