i use to work for a TV sales co that told me i had to wait a year befor i would to ever see my chareg back deductions is this legal

I am not sure what a charge back deduction is but there should be no reason that you are not paid now for the work you did. Demand that the employer cite to you the law or regulation that supports their position as it is not logical so the burden is on them.
As a Franchise Attorney I agree with the other attorney answer. If you haven't been paid money that's owed, contact the appropriate state agency - I think it's the Bureau of Labor Standards/Enforcement, but I'm not sure of the exact name. Consult with a good business or franchise attorney in your area for specific advice.
