2nd Amend Comp give 2nd chance on all deadlines?
does a second amended complaint give me a second chance to meet all deadlines? Do the days for filing dates start over when the 2nd amended complaint has been accepted?
this is a civil rights pro se suit againts the city in Calif.

I'm not sure what you're asking. If you're talking about statutes of limitation (i.e. you have to file a case within, e.g. two years of the injury), the answer is "no." The original complaint is what counts.
If you're talking about a U.S. District Court Judge's imposition of deadlines for your case, you'd best seek a stipulation from defense counsel to amend the calendar if you can't meet the deadlines -- and have a good reason for doing so.
