Legal Question in Civil Rights Law in California

(Added a question to the bottom) My parked car was hit and a woman left her name, DL and insurance.. the insurance had expired a year ago. I managed to track down a cell number for her. at first she agreed to pay but is now avoiding my calls. I had an address but she is no longer there (foreclosed). The police tell me becuase she made a ''willful'' attempt to show insurance there is no crime and I must sue her myself in a civil case for the damages. Is there any way for me to locate her with the cell number and drivers license number. I have tried many searches online and come up with nothing. How can I get the cell provider to release her address to me so I can serve her court papers. Once I find her, what is the amount I can sue her for? the repairs are $1293, I have spent countless hours trying to track her down and will probably have to hire a private detective.

Yes, I agree, i.e., you will probably have to hire a PI to locate her.

However, once that happens, you should be able to sue her for up to $5K in the DC Small Claims and Conciliation Court.
