Legal Question in Civil Rights Law in California

Can the admin of a website give out my IP address to another poster on the website? This seems like total intimidation. (I don't agree with the site or it's cause) It seems like a security issue. I understand that the site can see it, but giving it out to other stranger? Seems shady and illegal...is it?
