Legal Question in Civil Rights Law in California

I was at an appeal for my roommate and explained to the board that we have request several times that the inspectors who come out to visit my roommates place of business be someone that speaks her language and the state board member of barber and cosmetology said why don't she learn to speak english? Now this was all recorded and I told him that the statement was uncalled for. I fill this was a form of bias or discrimination? Please rely. Now I speak english and I write english I was born in the USA,

The first thing I would do is get a copy of the recording and a transcript. If the hearing officer was really dumb enough to say that on the tape, Your Friend will at the very least get a new hearing and could even be able to sue, as you said, for discrimination. Bring the recording or transcript to a lawyer. Be sure to file all papers and appeals within the legal time limits.
