who has the authority to give tenant 30 notice to vacate in california

It's perfectly legal for the owner/landlord or the property manager to prepare and serve the notice to quit. Anyone else might also serve the notice. The server must complete a proof of service.
Remember to make sure that the time period is correct depending on the longevity of the tenant.
