car accident
i was baking up and a hit a car that
was park in a no parking zone right
behind me the security came and
told me to take pictures because the
car wasn't supposed to park there in
the first place would like to know if
by law do i have to pay him. the insurance doesn't cover me because
the car is under my moms name.

If you were a permissive driver, your mom's insurance carrier should cover the damage, minus the deductible. Yes, despite having been parked in a no parking zone, you were obligated to exercise reasonable care.
