Car Impounds

Can the impond withold my personal belongings from me if my car is impounded and have never registered it ever? I am leaving for boot camp soon and dont care about the car. But I do want to get my tools out so I can get some last minute work done, and I want to get some other personal things out also. What can I say to get my stuff out without registering my vehicle? I dont want to get my car back.
