Legal Question in Civil Rights Law in California

My car was towed ilegaly, and dont won release it unless i pay a release fee of 400 dollars. M question is how can i go about soing this copany?

You uwill have ot pay the money, and then sue the company in small claims court, since if you lose your court case, the storage fees will be astronomical.
