Legal Question in Civil Rights Law in California
how can a citizen of mexico get into the united states legally when he is married to a us citizen and has fathered four children with his wife. He is currently in Mexico due a deportation because he was drunk and disorderly.

Your question is not very complete fact-wise and is difficult to answer. My guess is, he was deported because he was undocumented in the first place. Second, being drunk and disorderly is not considered to be an aggravated felony. Therefore, had he had his green card he would not have been deported.
