Legal Question in Civil Rights Law in California

I am a Chinese immigrant in CA. Starting 2008 I notice many police cars show up everywhere I go. At the same time I also notice the salespersons are acting unfriendly to me. For example they would glare at me. The police also follow me when I traveled to Hong Kong and Hawaii. In the beginning the police were African Americans. When I came back from Hawaii, I realized the police are just trying to harass me. I feel angry so I glare back at them. Then instead of the African American cops, the white American cops take their places. I haven�t broken any law and I haven�t done anything wrong. Other than I don�t associate with the people in the church that I am going to. The name of the church is the Capital Christian Church in Sacramento, CA. When the people in the church look at me, I simply turn my head away. Probably that offends some of them including the African American community. Things are escalated from this point on. They (cops and/or the African American) spread rumors about me in my own neighborhood. Finally, I went to talk to some local attorneys in May 2010. Since I didn�t have any tangible evidence, they couldn�t help me. So I installed a camcorder in my car. After that, the cops kind of back off. I am able to take some pictures of the police cars, fire trucks, and first responders. I feel that I am being harassed by the church and the cops and my civil right have been violated. The Capital Christian Church have filed many false accusations against me and I would like to find out what I have been accused of. I am very concern of my record. I would also like to stop being harassed anymore. What kind of legal options do I have?

I didn't guess thjat any other attys would answer this. It is a complicated and difficult case to prove. Obviously, the cops will attempt to prove that you are paranoid. I have handled this typd of case before, but they are an extremely uphill battle. I think you should be looking at spending $20,000.00 for attorney fees and costs to put this ready in front of a jury trial. I think no attorney would take this on a contingency basis.
