Is it a violation of a California City Councilmember's and the public's Civil Liberties when a Mayor and/or City Administrator repeatedly prevent the Councilmember from placing a Resolution on the city's public meeting agenda?

I have no doubt that the action of the mayor infringes on the rights of the counncilman, and more than likely his constituents, as well. An action would have to be threatened to get any action by the mayor, it appears.
