Legal Question in Civil Rights Law in California

I believe my civil rights have been violated and do I have a case. Recently i have been under investigation by DCFS and my ex-girlfriend was giving records of my arrests which included my juvenile arrest. I am now 38 years old and I was able to obtain doccuments from my ex that was giving to her by a DCFS agent that i feel shouldn't have been legally available to just anyone. I thought my juvenile record was sealed. When I spoke to DCFS about the release of my records they said the social worker is no longer on the case and without admitting full guilt said that they were going to make changes on what they give the general public. I feel like my rights have been violated and would like to know if i have a case against the state.

Against the state no, but against the county yes. The problem is there doesn't seem to be much harm caused by the disclosure.
