can they make my home inhabitable if my gas is not on?

You might check with your county/city housing agencies to see if your unit is permitted as residential. If there's no gas, it leads me to believe it might not be. If gas is for heating and/or cooking and you can't turn it on, then it doesn't sound habitable. Call the gas company and see if they can give you a hand in turning it on.
