Legal Question in Civil Rights Law in California
We have a deaded easement that the property owners in front of us have put an illegal gate on. They have also installed sensors beyond the opening to their house so that they know when someone is coming to our home. They have also installed a camera on a tripod facing the gate to see who comes and goes. Is any of this legal? Worst of all the neighbor is a sheriffs sargent. Needless to say we are quite intimidated by this person. We are in our 60's and are very uncomfortable with this situation. Is this intimidation?

You might want to sit down with an attorney to review this issue. If the gate and camera are on your property, you should have the right to remove them. However, you say it's on a deeded easement. That would take a further review of records to determine what your rights are to the easement. A party cannot do anything to impair the rights of an easement holder.
