Legal Question in Civil Rights Law in California
What is discrimmination? If a park district is offering classes, but is charging two different fees for the same class- one for residents and one for non-residents isn't that discrimminating based on where the person lives, and penalizing them. I would accept this if they were charging one fee and then offering a discount to residents, but they simply have a two fee system.

Discrimination is fine we all discriminate all the time. It is only when it is unlawful discrimination, such as race, age, sexcual orientation.
