Legal Question in Civil Rights Law in California

next door neighbors watering of their garden floods into our yard. Does not cause any real damage except to promote weed growth in our yard. Do they have a responsibilty to stop the water from escaping. The only way for us to stop the water is to put small sandbags on their property to stop the flow. I am not sure what area of law this would be.
