i failed to pay a bill.they garnished my wages.my employer took out as much as was on the court order.now the agency is taking me back to court for more money.how domi file a motion to tax costs(the phrase is on the document) and what is it?

A motion to tax costs asks the court to reduce the amount the plaintiff is seeking. This could be based upon the actual time spent by the attorney compared with the amount claimed, expenses that are fabricated -- such as a $1 million filing fee, rather than the $355 the court charges in an unlimited case, etc.
If you think the costs requested are unreasonable, then you might file the motion.
By the way, if you think the amount they're taking from your wages creates a severe hardship, you can petition the court to reduce the per-paycheck bite.
