Legal Question in Civil Rights Law in California

my father died in october 2012 my daughter took his car to los angelas to see her daughter she took it january 8 2013 finally on january 28 my mom drove me there to pick up the car and i came back to my house palm desert and in the glove compartment was some other guys name on registration he needed a smog change of ownership i went to dmv they said it was a cival suit my daughterwreaked the car sold my dads car to this man and forged my dads name i have tittle insurance in my dads name and i need to know what form i fill out at the courts because dmv said i need to file cival suit i didnt know she had wreaked it or sold it the man that bought it from her must have fixed it but it wasnt hers to sell i am daddys heir help me please

This is not a civil rights issue. This is an issue of theft although it seems that DMV is treating this as a matter of conversion. I recommend that you consult with a civil attorney about this matter. You may want to consider filing criminal charges against your daughter. Her misconduct includes theft by conversion as well as perjury and fraud. You need to take steps to have the car put back in your name as soon as possible and to get your daughter to address her responsibilities in this matter.
