Legal Question in Civil Rights Law in California

Can anyone file a lawsuit to stop the posting of graphic photos of Nikki Catsouras. Or does it have to be filed by her family?

This has been going on for years, and her family has been actively involved in removing the photos. The best way to deal with it (just as if you happened upon graphic TV scenes) is to click away from those websites that display the gruesome accident photos.
