How can I file a motion to dismiss for lack of Jurisdiction if I live out of state?

Depending on the jurisdiction you can do it online, through the mail or by an attorney service. First check the court's website.

Everything depends on the court you are in.
Note that motions to dismiss usually most be drafted by hand -- it's not simply a matter of filling out forms. You should also know that being out of stated does not automatically mean the court has no jurisdiction over you. I would consult an attorney about the jurisdictional issue.
