can I file a Violation of Federal Civil Rights case in a Superior Court, or does this have to be filed in a Federal Court?

There are reasons for and against filing a civil rights case in federal court. While the state courts have concurrent jurisdiction, most attorneys prefer to file in federal court. The statute of limitations is normally two years, but don't rely on this because I don't know anything about your claim. Don't file papers in court by yourself, you don't know how. Use an attorney. If you have a good case you'll be able to get an attorney, and the law provides that if you succeed you will be awarded your attorney fees in addition to any judgment.
