Finding actual complaint on PACER

Hi,

I've been looking for the PDF of a complaint filed in the federal courts, specifically the California Eastern District court. The case number is 2:2007cv00389.

While PACER shows the complaint document, gives it a number, the complaint isn't viewable online. Perhaps it wasn't submitted electronically?

If the PDF isn't available, how can a member of the public request a fax and/or physical copy of that document? Should I contact the clerk of courts? Can I email them? Is there a charge for this? Credit card over the phone?
