If someone is handing out flyers, are they allowed to discriminate who may take one?

It's a broad question and more facts are needed. Theoretically, they can target their advertising. For instance, some businesses might advertise rifles only in magazines that cater to the gun owners. They wouldn't necessarily advertise in a teen magazine.
The same might be true for flyers. If the business is seeking men to shop at a men's clothing store, it makes sense to hand the flyers to men, rather than women.
